Been without my computer (...well, a keyboard and I was lazy) so a bit late on this:
L30-L39: +4 Stat, +4 Skill Points
L40-L49: +3 Stat, +5 Skill Points
L50-L59: +4 Stat, +6 Skill Points
L60-L69: +5 Stat, +7 Skill Points
L70-L98: +5 Stat, +8 Skill Points
L99: +10 Stat, +10 Skill Points
The bonuses are not cumulative; that is, whatever level you Retire at will give you that Bonus on the new Recruit and not the sum of all the retires (or the best retire bonus). If you retire at 70 for +5/+8 and then retire at 30, you'll have +4/+4 instead.
Worth noting that Retire will not recreate the character you Retire--you DELETE that character and create a BRAND NEW recruit. Any equipment on the original is lost.
Also, as mentioning, retiring at the cap (ie, level 70) will raise the level cap for the next recruit by 1; this carries from recruit to recruit. After the first one, you need to retire at 71 to reach 72 and so-on-and-so-forth.

The deletion isn't a big deal since most just Retire and create a new character of the same class and name anyway so just think of it as remaking the old character completely.
One thing I didn't mention is that your Level AFTER Retiring is
Level <= 60: [Level / 2]
Level >60: 30
Where [] means to round down (ie, Level 44 and 45 both Retire into a Level 22).
