How to improve accuracy? And what do TEC and LUC do exactly?

I have no answers, but am bumping this because I want someone else to have the answers.
I think I heard that LUC increases rare drops?

Beats me if I know what LUC does, after all, it's luck. If there's anything for sure in RPGs, luck is one of the most random stats ever, it can pretty much effect anything short of actual HP.
TEC like I said, seems to affect skill accuracy and activation.

LUC applies to things like the Hexer's curses and Viper and Binds.
TEC is like AGI for Alchemist's spells

Well, Luck in Earthbound, if I remember correctly, increased your chance of surviving a fatal blow with 1 HP. It did something else, but I forget.

Well I'm reserving my opinion (is that even a phrase?) until it comes out. I love Fallout but I hate Bethesda and the one thing I think they lack most is the ability to put humour or personality into their games - the things that Fallout thrives on.
