It's far better, IMO, to retire the entire party at once. For one, you don't go back to level 1 - if you retire the characters at level 70, they'll end up at level 30. Just to confirm, as I have now gotten to level 70 - indeed, retiring at an earlier level did not raise my cap. I am now going to retire and see how fast I can get back to level 71 without just exploiting bosses.
